hm its a little late for 4.000 release with soname change for a LTS release.
What are the changes in 4.0 which might make this worthwhile?

    * New upstream release
    * soname bumped to 4
    * Standards version is now 3.9.5 (no changes needed)
    * Depend on libarpack2-dev, instead of boost
