Thanks for working on this but this doesn't actually work as there is no
ubuntu-release-upgrader binary package.

 $ apt-cache search ubuntu-release-upgrader   
ubuntu-release-upgrader-core - manage release upgrades
ubuntu-release-upgrader-gtk - manage release upgrades
ubuntu-release-upgrader-qt - manage release upgrades

So we aren't matching anything with the blacklist entry and end up
allowing ubuntu-release-upgrader-core to be removed which isn't the
desired outcome.
