Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh_autotools-dev to update config.{sub,guess} for new ports.
  * No-change rebuild to drop spurious libsfgcc1 dependency on armhf.
Fixed in debian. Fixes samba 4 usage. Fixes lp:1283254
