A few things I noticed while reviewing the package:

 - some files are GPL (v2) others are GPL (v2 or later) - please update debian/copyright accordingly
 - it'd be nice to reply jquery.js with the system version - http://bazaar.launchpad.net/~ubuntu-packaging-guide-team/ubuntu-packaging-guide/trunk/revision/91 might serve as an example
 - it might be worth setting debian/source/format
 - out-of-date-standards-version 3.9.4
 - debian-watch-file-is-missing
 - might be worth to talk to upstream about this one "spelling-error-in-binary lib/input_uvc.so initalize initialize"
 - spelling-error-in-binary lib/output_http.so ressources resources
 - description-synopsis-starts-with-article
 - The synopsis (first line in the package "Description:" field, the short description) ends with a full stop "." character.
 - unknown-section universe/video
 - binary-without-manpage usr/bin/mjpg_streamer
 - sharedobject-in-library-directory-missing-soname lib/input_file.so

The copyright and the last one might be the biggest problem as far as I
can see.

  Description:
  "MJPG-streamer", is a command line application to stream JPEG files over an IP-based network from the webcam to a viewer like Firefox, Cambozola, Videolanclient, a Windows Mobile device or mobilephone that has a webbrowser. It can make use of hardware compression of certain webcams, in order to reduce CPU cycles of the server. This makes it a light and less CPU hungry solution for embedded devices and regular servers, that should not spend most of their computing power for compressing videoframes. For example it consumes less then 10% CPU on a 200 MHz router hardwar when streaming a 960x720 Pixel video.

  MJPG-streamer takes JPGs from Linux-UVC compatible webcams, filesystem
  or other input plugins and streams them as M-JPEG via HTTP to
  webbrowsers, VLC and other software. It is the successor of uvc-
  streamer, a Linux-UVC streaming application with Pan/Tilt

  Has input and output plugins.
