Seems sense making to me.

Please forward to Debian, although I don't know if they can take it
given the tech-ctte's ruling...

Title:
network icon missing on ubuntu GNOME live CD

Status in “gnome-shell” package in Ubuntu:
  Fix Committed

Bug description:
We removed network-manager-gnome from the Ubuntu GNOME seed, since we
  no longer require nm-applet.

gnome-shell requires the network-manager dbus service to obtain
network information (even when networking is manually configured via
/etc/network). So we should recommend this from gnome-shell.

Right now networking on the live cd's and new install will be a bit
  broken!
