Please sync dh-python 1.20131003-1 (main) from Debian unstable (main)

In previous versions dist fallback files were not installed, which
caused dh-python to generate wrong package dependencies (see i.e.
http://bugs.debian.org/725236 or http://lists.debian.org/debian-
python/2013/09/msg00135.html).

Other changes are also fixes for bugs that we want to see in Saucy.

    - bump minimum required python{,3}:any version to workaround #723586
    - generate :any dependencies to specify range of supported Python versions
