[Bug 1252944] [NEW] Sync libwpg 0.2.2-1 (main) from Debian unstable (main)

Normally, a test build is always nice, but since (1) not many of us have an
arm64 chroot handy, and (2) the config.{guess,sub} update is doing the same
thing that autotools is doing in Ubuntu, it should be okay to sync.

  Explanation of the Ubuntu delta and why it can be dropped:
    * Use dh_autotools-dev to update config.{sub,guess} for AArch64.
  The new upstream updated config.{sub,guess}, so this delta is no longer necessary.
