Please sync yum-utils 1.1.31-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * New upstream release (LP: #1012469)
  * Bump up standards to 3.9.4
  * Refresh 01_fix_manpages.patch to apply to the current version and
    split up the patch for convenience.

Yum-utils was not packaged in Debian until this year. I have applied similar
patches to the ones in the Ubuntu package to fix the man page formatting
errors.

Changelog entries since current trusty version 1.1.31-0ubuntu1:

yum-utils (1.1.31-2) unstable; urgency=low

  * Add Depends for missing python module dependencies: python-iniparse,
    python-libxml2, python-rpm, python-urlgrabber. (Closes: #724755)
  * Remove unpackaged commands from package description: yum-debug-dump,
    yum-debug-restore.
  * Add debian/gbp.conf for git-buildpackage.
