[Bug 1144015] Re: [needs-packaging] New package sphinxtrain

I found and fixed a few nitpicks:

- Fix broken version number (-0ubuntu1, not -ubuntu1)
- Drop redundant debian/docs, already installed those in sphinxtrain.install
- Drop unnecessary python-support build dependency (this is obsolete), just add a python dependency (this just has private modules)
- trailing comma in debian/control Depends: line
- Bumped Standards-Version to 3.9.4

Otherwise the packaging, debian/copyright, etc. look fine to me.
Packages build fine, debs look reasonable.

Please note that for getting this into main at some point you'll need
Python 3 packages.

I uploaded this now. It will need NEW review first though, so it won't
appear in raring right away.
