Bug description:
  Please sync pcre3 1:8.31-2 (main) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * Make libpcre3-dev co-installable, since this will be needed for
      cross-building anything that uses vala and glib2.0.
  The Ubuntu delta was integrated into Debian.

  Changelog entries since current raring version 1:8.31-1ubuntu1:

  pcre3 (1:8.31-2) unstable; urgency=low
