Please merge texinfo 5.1.dfsg.1-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Pass DEB_{HOST,BUILD}_GNU_TYPE to configure to fix cross-compiling.
  * Work around upstream sources needing native ncurses for tools build.
  * Revert build-dependency from gettext:any to gettext, now that gettext is
    Multi-Arch: foreign.
  * debian/control: Add :any to gettext build-dependency so it cross-builds.
    (LP: #1046978)
  * Merge from debian unstable (LP: #1008056), remaining changes:
    - debian/patches/int2size_t-fix-page-truncation: Cherrypick upstream
      variable size fix which manifested as info pages being truncated
      on a tab character.
  * Dropped change that got applied in Debian:
    + Add Multi-Arch metadata to ensure dependency satisfaction

The tab character fix is LP: #394808, fixed in 4.13.91.dfsg.1-1

Remaining diff: 
  * Pass DEB_{HOST,BUILD}_GNU_TYPE to configure to fix cross-compiling.
  * Work around upstream sources needing native ncurses for tools build.
