Explanation of the Ubuntu delta and why it can be dropped:
  * debian/rules: Fix testsuite so that it will be
    FTBFS if the testsuite fails.
  * debian/rules: Fix testsuite so that it will be
    FTBFS if the testsuite fails.
  * New uptream release.
  * Enabled tests:
    - debian/control: Added python-nose and python-mock as a dep.
    - Run noestests but dont ftbfs since the tests are not running
      properly yet.
  * Initial release.
  * Initial release.

stevedore 0.4  was introduced in Quantal just before it showed up
in Debian unstable, both with mostly the same packaging.  Both packages
had some work done since to enable test suites at build time, tho the Debian
package lacked some required Build-Depends.  That has been resolved and the
package is now good to build on Raring as a direct sync from Debian unstable.
