Please sync hdf5 1.8.9-1~exp3 (universe) from Debian experimental (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * relax-version-check.patch:
    don't check the compile time patch version at runtime, this saves us
    a full transition when it is still compatible.

They have been merged in the debian package.

  * Skip the inclusion of C++ when dealing with parallel HDF5
