Looks good. I'm not quite sure what the Desktop team's plans are wrt
GNOME3.7, but you might want to update your changelog entry to look a
bit more like this:

+gnome-system-monitor (3.7.90-0ubuntu1) raring; urgency=low
+
+  * New upstream release (LP: #1130956). Many bugs fixed, among them:
+    + Do not use deprecated API, update color selection dialog (LP: #972472)
+    + Removed old workaround for retaining tree selection (LP: #958958)
+    + Added policykit support for privileges for killing/renicing other 
+      users' processes (LP: #983127)
+    + Show running process state for processes with changed cpu time 
+      (LP: #174164)
+  * debian/control.in: updated build-depends (newer GTK, GTKMM).
+

This way all the bugs will be closed automatically.

Bug description:
  I have built gnome-system-monitor 3.7.90 on raring and things seem to
  work fine. The requirement is GTK+ 3.6, which is already available in
  the repos, as is gtk-mm 3.4

  There are several improvements in the new system monitor:
  - Updated to GTK 3.6 - color dialogs, appmenu support added, gtkapplication support
  - Proper policykit support for renice and kill
  - Fixed various memory leaks
  - Full list at http://git.gnome.org/browse/gnome-system-monitor/tree/NEWS
