Bug description:
Please sync openmpi 1.6.5-8 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Set ppc64el gnu-type to use ppc atomics code-path.
* Remove unnecessary fakeroot from dh_shlibdeps call.
* Rebuild with gfortran 4.8.
* Rebuild with gfortran 4.8.
* Merge with Debian; remaining changes:
- debian/rules: fix dh_installdocs to fix FTBFS. (LP: #813767)
- Build using blcr on armhf.
Debian has merged Ubuntu changes.
