- add clarification in manpage regarding -force_html option versus -dump

- improve manpage descriptions of -reload, -get_data and -post_data.

Explanation of the Ubuntu delta and why it can be dropped:
* Use dh_autotools-dev to update config.{sub,guess} for new ports.
This delta was integrated into Debian.
