Please sync autoconf 2.69-1.1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable, remaining changes:
    - bin/autoreconf.in: Check whether libtoolize supports --install, if it
      does, libtoolize is safe to run at all times since it will not install
      new files unless --install is passed to it as well.
This patch is no-longer needed as autoreconf already supports autodetecting if libtool is used.

Changelog entries since current saucy version 2.69-1ubuntu1:

autoconf (2.69-1.1) unstable; urgency=low

  * Non-maintainer upload with maintainer's permission.
    + Backport a patch from upstream to fix build failures with
      texinfo 5.1.  Closes: #711297.
