This bug was fixed in the package systemd - 198-0ubuntu12

---------------
systemd (198-0ubuntu12) saucy; urgency=low

  [ Martin Pitt ]
  * debian/rules: Don't build ddebs for blacklisted binary packages.
  * debian/systemd-services.install: Put back logind D-BUS activation file,
now that we will use logind by default.

  [ Iain Lane ]
  * Use the shutdown fallback for "poweroff.target" too; this is invoked by
    org.freedesktop.login1.Manager.PowerOff (LP: #1171504)

  org.freedesktop.login1.Manager.PowerOff doesn't work

Status in “systemd” package in Ubuntu:
  Fix Released

Bug description:
Filing so this doesn't get lost for S.

Both poweroff.target and shutdown.target can be used to shutdown the
system. We need to invoke /sbin/poweroff for both of them.
