Explanation of FeatureFreeze exception:

This update allows coinstallation of any libhdf5-dev variant with the
liboctave-dev package and patches mkoctfile to work with any of them.
This will allow users to install, for example, gmsh and liboctave-dev
without conflicts. See discussion thread

As you can see in the debdiff, the changes are only to the control file
and the mkoctfile shell script. The package is still built against
libhdf5-dev, no changes have been made to compilation rules or binary
compatibility.

Changelog entries since current quantal version 3.6.2-4:

octave (3.6.2-5) unstable; urgency=low

  * Make liboctave-dev coinstallable again with all HDF5 variants
    + Now depends on libhdf5-dev | libhdf5-openmpi-dev | libhdf5-mpich2-dev
    + mkoctfile-mpi.diff: patch reintroduced back; includes MPI headers when
      compiling with mkoctfile (see #598227)
