Explanation of the Ubuntu delta and why it can be dropped:
  * debian/control: Depend on git.
  * debian/control: Bump to latest standards version.
  * debian/docs: Removed cruft.
  * debian/copyright: Updated
  * Initial release.
The Ubuntu packaging is now available in Debian with the additional support of Python 3.

Changelog entries since current raring version 0.4.2-0ubuntu3:

python-setuptools-git (0.4.2-1) unstable; urgency=low

  * Initial upload to Debian (closes: #615614).
  * Based on the work of Chuck Short, but support Python3 as well.
