[Bug 1079102] [NEW] libproxy needs a compile/link/run test

This bug represents the need of a simple compile/link/run autopkgtest
for libproxy-def package.

The attached patch introduces such test, it creates a tiny C source file
which uses libproxy and checks if it builds and runs successfully.
