[Bug 1078719] [NEW] libgconf2-dev needs a compile/link/run test

This bug represents the need of a simple compile/link/run test for
libgconf2-dev package.

The attached patch introduces such test, it creates a tiny C app which
uses libgconf, and checks if it'll build and run successfully.
