  libdconf-dev needs a simple compile/link/run test

Status in “d-conf” package in Ubuntu:
  Fix Committed

Bug description:
  This bug represents the need of a simple compile/link/run autopkg test
  for libdconf-dev package.

  The attached patch introduces such test, it creates a tiny C app that
  uses libdconf, and checks whether that source file will successfully
  compile and run.
