Bug description:
  Please sync iproute 20121001-1 (main) from Debian experimental (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * Resynchronise with Debian.  Remaining changes:
      - Add cross-building support.

  ----------

  The Raring (and Quantal) kernels support the new fq_codel network
  scheduler, but the iproute package also needs to be updated to make
  full use of the functionality.

  Iproute in Debian unstable is currently frozen by the Wheezy freeze;
  Debian maintainer Andreas Henriksson has been uploading updates to
  experimental in the interim.

  Per Andreas (and test results from a PPA build of the new iproute),
  the 'experimental' version is okay to ship in Ubuntu.  However, one
  signficant bug has been fixed upstream (we might consider carrying
  this as a patch on top of 20121001-1 until the next sync):
