[Bug 655192] [NEW] scipy.weave.inline requires python-dev to be installed

scipy.weave.inline requires python-dev to be installed

Steps to reproduce:
1) Fresh ubuntu installation
2) apt-get install python-scipy
3) download and run attached script

The weave compilation fails. The first error relates to not being able
to find Python.h

Workaround - install python-dev
Running the attached script works.
