To be honest, I'm not sure what that patch does. And I'm not even sure
why the patch I cherry-picked fixes the issue, but it does for me. Do
you perhaps have a test case for the other commit you linked?

affects ubuntu/clutter-gtk
Scrolling does not work with Embedded widgets in Precise's Clutter using
GtkScrolledWindow.
An example would be opening anything in GNOME Sushi and attempting to scroll.
An simple example would be the gtk-clutter-test-scroll program in the examples/
directory of clutter-gtk.
