Please merge gegl 0.1.8-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Switch to libjpeg8 (Closes: #641693); Change build dependency to libjpeg-dev
    - update debian/control{,.in}
  * debian/control: Drop Build-Depends on libopenraw-dev (in universe),
    fixes FTBFS. (LP: #613234)
  * Merge with Debian unstable (LP: #612009), remaining changes:
    - debian/rules: Build without libavformat
    - debian/control: Add homepage field
    - debian/watch: Add for uscan
  * rebuild rest of main for armel armv7/thumb2 optimization;
    UbuntuSpec:mobile-lucid-arm-gcc-v7-thumb2
  * Drop build-dependencies on libavcodec-dev and libavformat-dev, which
    are not allowed to be included on the Ubuntu CDs per TB resolution.
    Building ff-load.so can be re-instated later if the plugin is split
    into its own separate package.
  * Kill the libgegl-0.0-dbg package, which we don't need in Ubuntu.
  * Drop build-dependencies on libavcodec-dev and libavformat-dev, which
    are not allowed to be included on the Ubuntu CDs per TB resolution.
    Building ff-load.so can be re-instated later if the plugin is split
    into its own separate package.
  * Kill the libgegl-0.0-dbg package, which we don't need in Ubuntu.

  * Created libgegl-0.0-dbg package.


I believe the only changes still needed are dropping the libopenraw
and libavcodec build-depends.
