[Bug 967183] [NEW] debiandoc-sgml needs multiarch metadata to ensure dependency satisfaction

As part of making ubuntu 'bootstrappable' we are making sure that at
least the core system is cross-buildable.

For build-dependencies to work properly under multiarch this package
needs to be marked

so that it can satisfy a build-depenedency for any architecture. See
