Bug description:

  Wishlist: Disable sound unmuting when I touch volume control.

  I have a Toshiba notebook and I enable muting on the internal
  speakers.  The problem is, that the notebook has a sound level knob in
  front side, which can easily (and mostly by accident) turn "up or
  down" and it automatically unmutes the speakers.

  A recurring example which drives me nuts is something starts SCREAMING
  through my speakers and there is no means to adjust the volume except
  through windows main controls so I have to have it blare while I turn
  it down.

  TEST CASE:
  1) Set volume to any level
  2) Press "m" to mute volume
  3) Try to degrase volume
  4) Result: tvtime unmute volume

  With patch from

  it should be able to turn down the volume while remaining muted.
