It was done correctly.

The new icon is a feature, so an FFe was right.  It's a small one, but a 
feature none the less.  The ubuntu-release team handles FFe requests for all 
of the Ubuntu archive.

  Explanation of FeatureFreeze exception:
  Documentation and icon changes only.
  Fixes bug #943649 which makes wireshark look *much* nicer in the
  alt-tab switcher by using an SVG instead of a PNG.

  Changelog entries since current precise version 1.6.5-1:

  wireshark (1.6.5-2) unstable; urgency=low

    * clarify when set-user-id bit is set for dumpcap in README.Debian
      (Closes: #649350)
    * add notes about capturing USB frames to README.Debian
    * package and use SVG icon for Wireshark (Closes: #661759)
