  Any package 'X' build-depending on docbook-utils cannot be
  cross-built because apt-get build-dep -a<arch> cannot satisfy the
  X's build-dependencies until

  Multi-Arch: foreign

  is added to docbook-utils's control file, to indicate that docbook-utils from
  any available arch will satisfy the dependency.

  There are 21 packages which build-depend on docbook-utils in main and
  another 63 in universe. None of them will be multiarch cross-buildable
  without this fix.
