I'm not quite sure this is actually a bug - if you have a look at other
packages it seems to be the convention to describe the included .h files
as header files:
daniel at daydream:~$ apt-cache search header files | wc -l
1197
daniel at daydream:~$

Status in “gtest” package in Ubuntu:
Fix Committed
Bug description:
Short decription says "Google's framework for writing C++ tests -
header files". It should be something like "Google's framework for
writing C++ tests - source code"
Long description says "This package contains the header files needed
to link programs against gtest.", where it should be saying something
like "This package contains the source code needed for programs to
build and use gtest." instead.
