  		--build-base="/build/buildd/cloud-init-0.7.0~bzr564/./build"
  Traceback (most recent call last):
    File "setup.py", line 28, in <module>
      import setuptools
  ImportError: No module named setuptools

  It should depends on python-setuptools.
