This bug was fixed in the package rabbitmq-server - 2.6.1-1ubuntu4

  Fix Released

Bug description:
  rabbitmqctl creates a new PAM session by su'ing to the rabbitmq user.
  This actually causes a bug where you can't shut down due to having an
  open session on shutdown.
