Thorvald, thanks for your input.  Do you have thoughts on how we should
proceed with this?  It seems the Debian celt package hasn't moved in
some time.

Should we look to introduce a new versioned in name binary package for
celt?

  Celt for Ubuntu is currently at version 0.7.1 in the universe
  repository, yet Celt has now advanced to 0.11.1. Due to the package in
  the repository being so out of date, it doesn't work with certain
  applications such as Mumble.
