Do we need to apply a fix to get it to build?

Title:
Please sync axis2c (1.6.0-2.2) from Debian Sid (main) to Ubuntu
  (universe)

Status in “axis2c” package in Ubuntu:
  Incomplete

Bug description:
As of 1.6.0-2.2, all Ubuntu modifications are merged to Debian except
some workarounds are discarded with real fix. Please consider sync the
  package from Debian.

Soren, I see you are set to be the maintainer of this package at
Ubuntu, so I also subscribed you here.

  Original report:
  -----------------------------------------------------
  Hello,

I wonder if it would be possible to reduce the diff between the Debian
and Ubuntu axis2c packages, in order to make its inspection easier:

   - Is it needed to keep Standards-Version at 3.8.0 in Ubuntu?
   - Including the contents of the NOTICE file in debian/copyright is necessary to comply with the Apache license 2.0.
   - The lintian overrides and the README.Debian notice about rpath, while not essential to Ubuntu, are probably better to be ignored than deleted.

  Have a nice day,
