Please sync yacas 1.3.1-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Dropped Ubuntu changes:
    + Build with -fpermissive (applied in debian now)
  * debian/patches/10_fix_format_security.patch:
    + Added patch to fix format-security error

The format patch is not needed anymore, as that part of the code is removed.
Package builds fine, so sync!
