  Convert python-iso8601 to dh_python2

Status in “python-iso8601” package in Ubuntu:
  Fix Committed

Bug description:
  python-iso8601 has recently been added to two Openstack components.
  Since both Openstack glance + nova are in main, we need an MIR to
  promote python-iso8601 there as well, however, its not yet converted
  to dh_python2 and depends on python-support (universe)
