Hi Jani,
We won't be advertising the latest upstream version on the Inkscape
website until binary packages are widely available. However, you can
find the 0.48.3 source package on the Launchpad page for inkscape[1].
In terms of Ubuntu packaging:
* I dropped the 02-add-shebangs-and-fix-permissions patch because it has been accepted upstream
* I got rid of the specific versions of the libwpg/libwpd Build-Depends because Inkscape now happily builds against any version of the libraries. This will make it easier if/when we decide to backport Inkscape 0.48.3 to Lucid/Maverick.

It would be great to get this into Precise. The Debian maintainer
hasn't uploaded any updates in the last year, so we should go ahead
with the upgrade ourselves rather than waiting for a Debian sync.
