  libblacs-openmpi.so.1.1 does not declare its dependencies

Status in “blacs-mpi” package in Ubuntu:
  Fix Released

Bug description:
  # ldd /usr/lib/libblacs-openmpi.so.1.1
  	linux-vdso.so.1 =>  (0x00007fff37fff000)
  	libc.so.6 => /lib/x86_64-linux-gnu/libc.so.6 (0x00007f03b3d2c000)
  	/lib64/ld-linux-x86-64.so.2 (0x00007f03b431b000)

  It should also depend on libmpi.so.0 and libmpi_f77.so.0. See:
  http://wiki.debian.org/ToolChain/DSOLinking#Unresolved_symbols_in_shared_libraries

  This is causing build failures in some packages that build depend on
  libblacs-mpi-dev.
