I definitely get the same error on Debian if I disable insserv and then
try to install libapache2-mod-shib2:

(sid-amd64)root at caron:~# touch /etc/init.d/.legacy-bootordering
(sid-amd64)root at caron:~# apt-get install -y libapache2-mod-shib2

The disable|enable API is not stable and might change in the future.

 libapache2-mod-shib2
