Title:
  Sync console-braille 1.3 (universe) from Debian unstable (main)

Status in “console-braille” package in Ubuntu:
  Triaged

Bug description:
  Please sync console-braille 1.3 (universe) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
  Dependency to language-pack-en-base is not needed anymore since locales-all has been dropped in Debian (Thanks Bhavani Shankar!)

  Changelog entries since current precise version 1.2ubuntu1:

  console-braille (1.3) unstable; urgency=low

    * debian/control:
      - Bump Standards-Version to 3.9.2 (no change needed).
      - Depend on hardening-check.
      - Do not depend on locales-all.
    * rules:
      - Set DEB_BUILD_HARDENING=1 to enable hardening.
      - Use C.UTF-8 instead of en_US.UTF-8.
