Looks to me like this should be a sync, not a merge now. No?

The original Ubuntu diff was to  "demote blcr-dkms recommends to
suggests." The new Debian release "drop recommends to suggests." The
resulting debian -> ubuntu diff now actually adds a "Suggests: blcr-
dkms" where there was none instead of demoting anything.

    * Preparing for Wheezy release
    * Drop -dkms package entirely since no kernel support anyway,
       userspace library will behave sanely still (Closes: #638339)
    * High urgency because of RC bug fixes
    * Conflicts with older -dkms package to force removal on upgraded systems
    * Drop recommends to suggets (Closes: #690072)
