- Now that the modesetting is part of xserver-xorg-video-all, enable the
arm specific drivers before modesetting is included, otherwise it'll
always be the default, even if we have arm-compatible drivers available

Bug description:
Currently the arm specific drivers are loaded after modesettings in
included at the Xorg driver's list, making it always the priority on
arm, even if we have platform based devices that could match the
installed drivers.
This wasn't an issue because modesettings wasn't included at xserver-
xorg-video-all, which changed since latest xorg package upload.
