[Bug 1041686] [NEW] modesetting's driver is always the default on arm now that it's part of the xserver-xorg-video-all package

Currently the arm specific drivers are loaded after modesettings in
included at the Xorg driver's list, making it always the priority on
arm, even if we have platform based devices that could match the
installed drivers.

This wasn't an issue because modesettings wasn't included at xserver-
xorg-video-all, which changed since latest xorg package upload.
