Building icu in quantal like this:
  bzr branch ubuntu:icu
  cd icu
  sudo apt-get build-dep icu
  bzr builddeb -- -us -uc
fails with

/usr/bin/install: cannot stat `doc/html/installdox': No such file or directory
make[1]: *** [install-doc] Error 1

This appears to be

which has already been fixed in Debian; according to that report, by
