[Bug 986226] [NEW] Cache variable update to fix cross-builds for coreutils, util-linux

Both coreutils and util-linux need extra autoconf variables setting in
order to build on precise.

This patch adds those.

It has been carefully tested in precise and only affects cross-building
so is very safe as a late update.

I do actually have a pile more config.cache  updates which are almost
certainly improvements and harmless, but this is the minimal patch which
fixes important breakage and nothing else.
