Bug description:
  Multiarch support for libpaper is needed to cross-compile cups (as
  well as being a generally good thing). An upstream bug already exists
  but until that is uploaded a local upload with attached patch would be
  useful. co-installable libraries are needed for this package because
  cups depends on both ghostscript (BUILD_ARCH) and libpaper-
  dev:HOST_ARCH, which in turn depends on libpaper:HOST_ARCH. But
  ghostscript also depends on libpaper1 (BUILD_ARCH) so it must be
  possible to install both at once for cups to be cross-buildable.
