Title:
new python-djvulibre release 0.3.8 fixes ftbfs (but also has new
  features)

Status in “python-djvulibre” package in Ubuntu:
  New

Bug description:
python-djvulibre fails to build from source
  (https://bugs.launchpad.net/debian/+source/python-
djvulibre/+bug/935385). After investigation it was determined that we
can simply pull upstream, remove all the existing patches (since
they're already in upstream) and we'll be good.

Relevant info attached and also in the original bug (#935385).
