I don't know what the settings manager window is (or even whether you're
talking about Ubuntu, Kubuntu, or Xubuntu), but that would be a separate bug
report.

Title:
  system-config-printer missing from menus

Status in “system-config-printer” package in Ubuntu:
  Fix Released

Bug description:
  Hi,

  /usr/share/applications/system-config-printer.desktop contains:
  OnlyShowIn=Unity;

  I only wanted to remind you that Unity is not the only desktop
  environments whose users would like to configure printers. And also,
  that Unity is not the only gtk based desktop environment in the Ubuntu
  archive (I know, this seems unlikely, but believe me, it's true,
  there's something called "universe", and there are several packages in
  there ;-).

  I can't really understand what you tried to achieve with this OnlyShowIn (not show it in GNOME? KDE? -- in such cases, NotShowIn was more appropriate), but this looks rather wrong. Now it's probably impossible to add printers using Xubuntu...
  Please fix it.

  Thanks.
